The company has two Principle Directors, John Sutton and Alan Palmer.

John Sutton trained as a professional Quantity Surveyor, from 1976-1982, before joining a contractor as a quantity surveyor, estimator.The role of project manager developed from many years of construction management.

John Sutton has the CSCS project manager certificate, is an associate member of the Association of Cost Engineers and holds a site manager's safety training certificate.

Alan Palmer served an apprenticeship as a Carpenter and Joiner from 1967-1970 and developed his role as site foreman and site manager through the 1980's.

John and Alan have worked together since 1984 and have a wealth of experience in construction project management.

Skilled Craftsmen

Since starting Premier Commercial Developments in 2005, we have grown to a workforce of 12 weekly employed craftsmen and have a close relationship with specialist Sub Contractors who have skills in electrical and mechanical engineering, ceramic tiling, porcelain and stone finishes, stone masonry, roofing and lead work.

Many of our craftsmen have attended specialist restoration courses and some hold Health and Safety Qualifications.

We have an apprentice joiner under the Construction Industry Board and promote training and development of skill among our workforce.

Premier Commercial Developments was established in 2005 by John Sutton and Alan Palmer, each having a separate construction background. John is a professionally trained quantity surveyor. Alan, originally a City & Guilds craftsman joiner, progressed through foreman and site manager to project manager by the late 1980's.

  • The Company is a medium sized Building Contractor with a skilled workforce of some 20 tradesmen, undertaking building projects in South East Wales and predominantly in the Cardiff area.
  • Projects range from Commercial Buildings to Domestic Extensions and encompass flat conversions, student accommodation, refurbishment and New Build projects.
  • Recent developments include a 6 Bed Nursing Home Extension in Penarth and an attic conversion in Sully where the existing roof was replaced by an Attic Truss System, craned on in a single day.
  • With a wealth of experience over some 40 years in this industry, our staff and tradesmen have encountered and resolved many of the technical solutions which exist on building sites and restoration projects.
  • We have a similarly skilled team of specialists who work alongside our own Tradesmen, from Heating Engineers, Electricians, Ceramic Tilers, Roofers, Stonemasons and Joiners.
  • Our many and varied projects have brought us into contact with suppliers of bespoke products from Underfloor Heating Systems, Aluminium windows and doors, Glass Balustrading and Bath Stone carving.
  • We often assist Architects and Clients with early cost advice from sketch schemes, which can then be developed through the planning and technical stages until the projects become active on site and through to completion.
